You can keep a few uninstalled poppers to be re-installed near a fire, though a firefoam pop pack or foam turret is usually better for this purpose. firefoam shells dont do anything they make a mess but they dont put out active fires or prevent flames from spreading - ive not tried a new colony to check if its a bug from upgrading. It can also protect against inferno cannons and other fiery weapons. The random firefoam shells also in my armoury (I have no idea how I got those) then went off and prevented everything from being destroyed and the guy who punched the shells actually lived. The firefoam popper is best used when put in warehouses, as it will prevent your valuable items from catching fire and burning. Guy went on a tantrum and before I could even react he punched a dozen mortar shells. It is considered filth, so rain will clear it, and colonists will clean it up if it is in the home area.
